Mr. Wray had the distinction of not only serving two tours of duty in Iraq while a Navy veteran, but also returned for another tour of duty working as a civilian contractor for the KBR Company. During his 2-1/2 years with KBR he worked daily in what became one of the volatile issues in wartime negotiations during the capture and hostage negotiations of Mr. Kenneth Bigley and two Americans. Mr. Wray's duties included mobilizing and staffing a Department of Public Works for military civilian use that included raising the 40 man camp to over 175 men with 400 vehicles under his supervision.
